Dining in the Valley on the west side of the 405 Freeway has gotten much, much better with Scratch|Bar & Kitchen now in Encino (Los Angeles). I am thrilled to see Top Chef Contestant Chef Philip Frankland Lee and his Scratch|Bar & Kitchen in the LA dining scene again. By the way, loved this seafood dish…Escolar, sunchoke, and sweetbreads.
